- Age limit: Born between 01 January 2005 and 01 July 2009 (both dates inclusive). Upper age limit at enrolment: 22 years.
- Educational qualification: Passed 10+2/Intermediate (or equivalent) with minimum 50% aggregate and 50% in English, OR two-year vocational course with same criteria, OR three-year engineering diploma in specified trades with same criteria.
- Domicile requirement: Permanent domicile of specified North-Eastern states/Sikkim (for Chumoukedima rally) or Andaman & Nicobar Islands (for Sri Vijaya Puram rally).
- Exceptions: Children of serving/retired/deceased Air Force personnel or Unit Cadre Civilians posted in specified districts are eligible with relevant COAFP certificate.
