- Bachelor's Degree in Law from a recognized University.
- Minimum 2 years of experience as a practicing Advocate, supported by a certificate from the concerned District & Sessions Judge in the prescribed format.
- Must be able to speak, read, and write Odia, and must have passed either the Middle School standard language test in Odia or Matriculation (Class-X) with Odia as a subject.
- Must be a citizen of India.
- Minimum 2 years of experience as a practicing Advocate, supported by a certificate from the concerned District & Sessions Judge in the prescribed format.
- Must be able to speak, read, and write Odia, and must have passed either the Middle School standard language test in Odia or Matriculation (Class-X) with Odia as a subject.
- Must be a citizen of India.

- Selection is through three stages: Preliminary Examination (100 marks, screening only), Main Written Examination (600 marks across 4 papers), and Interview/Personality Test (50 marks).
- Final merit list is prepared based on combined marks of Main Written Examination and Interview (650 marks total).
- Preliminary Examination consists of 100 objective-type (MCQ) questions with negative marking (25% deduction for wrong answers).
- Main Written Examination includes 4 papers: General English (150 marks), Criminal Major Laws (150 marks), Criminal Minor Laws (150 marks), and Miscellaneous Laws (150 marks).
- Interview carries 50 marks and is conducted for candidates shortlisted in a 1:2 ratio (subject to minimum 5 per category) based on Main Written Examination marks.
