Assistant Executive Engineer (Civil) Recruitment 2026

- Recruitment for 46 Assistant Executive Engineer (Civil) posts in Group-A under Odisha Municipal Engineering Service Cadre.
- Conducted by Odisha Public Service Commission (OPSC) on behalf of Housing & Urban Development Department, Government of Odisha.
- Candidates with B.Tech/B.E in Civil Engineering or AMIE (Civil) are eligible to apply.
- Job location: Odisha (Odisha Municipal Engineering Service Cadre).
- Pay scale: Level-12 of the pay matrix (pre-revised Pay Band-3: Rs. 15,600–39,100 with Grade Pay Rs. 5,400) + applicable allowances.

- Must be an Indian citizen.
- Educational qualification: Graduate in Civil Engineering from a recognized university or Associate Member of the Institution of Engineers of India (AMIE Civil).
- Age limit: 21 to 42 years as on 1 January 2026 (born between 2 January 1984 and 1 January 2005).
- Age relaxation: 5 years for SC/ST/SEBC/Women/Ex-Servicemen, 10 years for PwD candidates, and cumulative relaxation of 15 years for PwD candidates belonging to SC/ST/SEBC.
- Must be able to read, write, and speak Odia (satisfied by passing Middle School examination with Odia, Matriculation with Odia as medium, or equivalent).
- Must be of good moral character, mental condition, and bodily health (exempt for PwD candidates).
- Government servants may apply if they meet eligibility criteria and obtain a No Objection Certificate.
- Candidates with more than one living spouse are ineligible unless exempted by the State Government.
- Candidates must qualify a Medical Board examination for appointment.

- Selection is through a three-stage competitive examination: Preliminary Examination, Main Examination, and Interview.
- Preliminary Examination: Screening test with 100 objective-type questions (1 mark each) in Civil Engineering. Duration: 1 hour 30 minutes. Negative marking: 25% per incorrect answer. Minimum qualifying marks determined by OPSC.
- Main Examination: Two papers (General Studies and Civil Engineering) totaling 500 marks. Duration: 2 hours for Paper-I and 2 hours 30 minutes for Paper-II. Negative marking: 25% per incorrect answer. Minimum qualifying marks fixed for each paper.
- Interview: Personality test carrying 50 marks.
- Final merit list prepared based on combined marks of Main Examination and Interview (total 550 marks).
- In case of tie, higher Main Examination marks are considered; if tie persists, older candidate (by date of birth) is preferred.

All categories (UR, OBC, SC, ST, EWS, PwD).

- HSC or equivalent certificate (for age proof).
- Intermediate/+2 Science pass certificate.
- Degree (Civil Engineering) pass certificate or AMIE India (Civil) mark sheets.
- Odia language proficiency certificate.
- Caste certificate (for SEBC/SC/ST claims).
- Permanent Disability Certificate (for PwD candidates with 40% or more disability).
- Release Certificate for Ex-Servicemen (if applicable).
- No Objection Certificate from competent authority (if applicable).
- Four recent passport-size photographs (within 6 months, unsigned).
- Proof of identity (Aadhaar/EPIC/Driving Licence/Passport/PAN Card).
- SEBC (Non-Creamy Layer) certificate issued within 3 years of application submission.

- Rs. 700 for candidates other than SC/ST/PwD categories (payable online only).
- No application fee for SC/ST/PwD candidates.
- Fee refunded only to candidates who appear in the Preliminary Examination.
- Applications without fee payment (except SC/ST/PwD) will be rejected.
