- Educational qualification: Graduate in Civil Engineering from a recognized university or Associate Member of the Institution of Engineers of India (AMIE Civil).
- Age limit: 21 to 42 years as on 1 January 2026 (born between 2 January 1984 and 1 January 2005).
- Age relaxation: 5 years for SC/ST/SEBC/Women/Ex-Servicemen, 10 years for PwD candidates, and cumulative relaxation of 15 years for PwD candidates belonging to SC/ST/SEBC.
- Must be able to read, write, and speak Odia (satisfied by passing Middle School examination with Odia, Matriculation with Odia as medium, or equivalent).
- Must be of good moral character, mental condition, and bodily health (exempt for PwD candidates).
- Government servants may apply if they meet eligibility criteria and obtain a No Objection Certificate.
- Candidates with more than one living spouse are ineligible unless exempted by the State Government.
- Candidates must qualify a Medical Board examination for appointment.
