Deputy Director (Engineering) – Deputation/Short-Term Contract

- The Ministry of Ports, Shipping and Waterways (MoPSW) invites applications for one post of Deputy Director (Engineering), Group 'A' Gazetted (General Central Service) under the Development Wing.
- The position is to be filled on deputation (including short-term contract) basis, with a maximum tenure of three years for the deputation period.
- The selected candidate will be posted at Transport Bhawan, New Delhi-110001 and will report to the Ministry’s Development Wing.
- The role involves technical oversight of port projects, including scrutiny of project reports, feasibility studies, cost estimates, tender documents, and procurement proposals for civil/mechanical works.
- Responsibilities also include preparation of draft notes for EFC, PIB, and CCEA, monitoring R&D schemes, and providing technical inputs on audit reports for port projects.

- Qualification: Bachelor’s degree in Civil or Mechanical Engineering from a recognized university.
- Experience: Five years of service in the grade of Level-10 (Rs. 56,100-1,17,750) or equivalent in the parent cadre, after appointment on a regular basis, or five years of service in the same or equivalent grade in another organization/department of the Central Government.
- Maintenance and Operation Experience: Hands-on experience in cranes, diesel locomotives, marine engines, winches, and auxiliary machinery in a mechanical or marine workshop/organization.
- Age Limit: Maximum age of 56 years as of the closing date for receipt of applications (60 days from publication in Employment News/Rozgar Samachar).
- Cadre Restrictions: Officers in the direct line of promotion in the parent cadre are not eligible. Similarly, officers already on deputation are not eligible for consideration by promotion.
- Deputation Rules: The period of deputation (including short-term contract) in another ex-cadre post shall not exceed three years.

- Applications will be forwarded by the respective departments to the Ministry of Ports, Shipping and Waterways, through proper channel (i.e., via the applicant’s administrative hierarchy).
- Selection will be based on recommendations from the applicant’s parent department, including ACRs/APARs, vigilance clearance, cadre clearance, and integrity certificates.
- The Ministry will review the eligibility, qualifications, and experience of the recommended candidates and make the final appointment.

- Two copies of Bio-data (Annexure-II) duly signed by the applicant and certified by the Head of Office/Employer.
- Complete and up-to-date ACRs/APARs for the last 5 years, duly attested on each page by an officer not below the level of Under Secretary or equivalent.
- Vigilance clearance certificate.
- Cadre clearance and a certificate stating that the officer will be immediately relieved to take charge if selected.
- Certificate regarding penalties: No minor/major penalties imposed in the last 10 years, or a list of penalties if any.
- Integrity certificate.
- Latest salary slip (if applicable, for candidates from organizations not following Central Government pay scales).
