- Experience: Minimum 10 years of experience at the level of Assistant Registrar/Administrative Officer or above in Central/State Government, Educational Institutes, Autonomous Bodies, or Universities.
- Retirement Status: Must have retired from Central/State Government, Autonomous Body, University, or reputed Government Educational Institute at the pay level of L-10 (PB-3 + 5400 G.P.) or above.
- Administrative Knowledge: Thorough understanding of Central Government rules (GFR, FR, SR), MACPS guidelines, pay fixation, recruitment, and promotions.
