- Manager (Tech.): Bachelor's in Civil Engineering/Planning with 10 years' experience or Master's in Planning/Civil Engineering with 8 years' experience in relevant government projects.
- Dy. Manager (Tech.): Bachelor's in Civil Engineering/Planning with 8 years' experience or Master's in Planning/Civil Engineering with 5 years' experience in relevant government projects.
